Again, according to Bull, war is not necessarily a bad thing, but when great powers go to war, they disrupt the society that Bull proposes, and what might have seemed a moral anarquicw to one group of states the Axis powers may fundamentally conflict with another group of states the Allied powers.

A must for those interested in the way international society is organized. Another must read for those wishing to study IR theory. A must read for any student of Sociedde Science or Global Politics.

If you have the time, go ahead and read it so you can say you have. A balance in the international system is a recent idea, originating in 15th century Italy For one state to become any sort of threat by expansion assumes that the state has the ability of aggression. I read this as a textbook for an International Relations Theory course.
